Thankfully, I have never had to worry about lost luggage. most of my flights are non-stop. However, the following site: http://www.bagsreunited.com/
is a free service that assigns you a tracking number for you luggage.

TSA does scan your checked luggage. But, I would think that it would be treated just like every other electronic item. As long as there were not bundles of wires and such, I would think it would pass. However, I would just ask at check in.

My wife bought cylinders of bath salts at Disney and we packed them next to our phone chargers. When it hit the x-ray machine…you guessed it. It looked just like a bomb. We were flagged immediately and had our bags searched.

Anyway, hope this answers your question to your satisfaction.

It could get you on a no fly list. They mostly scan and then hand search bags in the US. To work the gps sends out a signal and this could interfere with the navigation or radio equipment on the plane. Also by tracker I take it to mean that the unit puts out a signal telling you, and anyone else with a receiver, where it is. This could look like a homing device to the airlines and they do not find homing devices hidden on their plane a bit funny, can you say "Gitmo". This is a very bad plan.

We carry our EPIRB home on a plane to get serviced. this is a locator beacon but it is not activated and we have to clear it with the airline and the pilot ahead of time and most of the manufactures have gotten approval to allow this.
